Whilst the total quantity of opium imported into Formosa in 1920 is undoubtedly very large, Mr. Phipps has reported that the mumber of licensed smokers and eaters and the aural consumption show a reduction (though perhaps not so great a reduction as might reasonably de expected), The explanation given by the authorities for the increased import that year was that stooks had been allowed to get low during the war and were being replenished.

Although dishonest employees of the Monopoly Bureau may sometime steal and despatch consigaments of opium without the knowledge of their superiors, there seems to be little or no direct evideos that opius is being muggled into China from Formosa on a large scale. The report received by His Majesty's Minister at Peking from His Majesty'a Consul at Anoy in a despatch dated March 19 in regard to the amount of opium and morphia seized from smugglers by the Chinese Maritime Customs does not mention the seizure of any opium from Formosa, whilst the Commissioner of Customs at Foochow has informed His Majesty' - consul at that port (see his despatch No. 13 of April 4) that "only onge during the pe: iod from 1st Jamary, 1919, to 31st December, 1920, was any opium seized on a vessel coming fær Formosa, and then, the quantity was only 8 ounces".
